Fasthosts make a non-refundable £17.50 administration charge for this service.
UKdomains.com charge £17.50 per .UK domain to change the IPS TAG so that you can move to another Hosting Company. "This is to cover admin costs which are incurred".
They have a special domain name release form which you need to complete and fax back to 0871 277 2589, although their website doesn't state this.

Each Domain Name registration agent is identified by a unique IPSTAG assigned by the UK Governing body for UK Domain Names, Nominet. If you want to move a UK domain name to another Internet Service Provider, you will need to know the Tag Name of your new ISP.
The majority of requests to move domain names from one ISP to another are carried out by the registration agents, also known as "tag holders", themselves. If you want to move a domain name to a new ISP, you should start by contacting the current tag holder as they will most likely have a process for this. They may charge you an Administration fee. See the FREE and FEES sections here.
If the current tag holder is unable or unwilling to help, you can ask Nominet to intervene.
How do I identify the current tag holder?
You can check the current IPSTAG for your domain name by doing a WHOIS check on the domain.

Tagnames are all in capitals.
If you are still not sure what your new registration agent's IPSTAG is, you need to contact them to find out what it is before being able to advise your existing registration agent to make a change.
A list of tag holders and their respective tags is available at http://www.nominet.org.uk/go/taglist/. However, please be aware that some registration agents have multiple tags so it is always best to confirm which tag you should be using with your ISP.

What is an IPSTAG?
An IPS TAG allows Nominet to administer use of their automated domain name registration system and associated services. The IPS-TAG is a unique sequence of letters and/or numbers. You need to be able to tell Nominet your registration agent's tag to be able to change your registration agent.
To get Nominet to change an IPSTAG
You can use an online form on Nominet's website to submit a tag change request.
go to http://www.nominet.org.uk/
click on "Change Agent"
You will need to be the registered owner of the Domain Name
Know the new IPSTAG that you want to change to
Make payment of £15 +VAT (Payment can be made by credit or debit cards, or by cheque.)
After completion of the online form, a PDF document is produced for your to print or email to yourself.
The registrant then needs to complete the declaration on the foot of the PDF and send it to Nominet by fax or post with a letterhead or identification as described on the form. For a UK Individual this is proof of identity such as a copy utility bill or driving license.
Nominet aim to process tag change requests within two days of the request being submitted.
